From the Editor's Desk


The Himachal Pradesh National Law University, Shimla (HPNLU, Shimla) has traversed its journey of half a decade. In this short period, the University has initiated intensive academic research in various fields. There are multiple factors that augment this research-led academic environment at the University and the natural endowment of the climatic conditions is one of them.

Shimla Law Review (SLR) is the flagship publication of the University and has been in print since the academic session 2018-19. SLR has tried, since its inception, to promote inter & multi-disciplinary research. The Review encourages submissions related to multiple themes and diverse fields. The Review was conceived and commenced with the idea that the role of an educational institution goes beyond traditional classroom interactions. The responsibility includes research and deliberations on issues that affect the society, devise methods and facilitate knowledge creation. The papers published in its previous volumes have received accolade from academicians, bar & bench alike. Papers published in Shimla Law Review has been chosen as one of the best fifty-one papers published in English, under peer reviewed journals from across the world, in the decade, 2010-2020, by Cross Examination Debate Association, the United States.  Some of the papers published in its previous Volumes have found place amongst the most downloaded papers in the category of ‘jurisprudence and theoretical inquiry’, from the SSRN database.

The Second Volume of SLR was published in April 2020, when the wave of pandemic had begun to tighten its grip, with a view and hope that normalcy would return soon. But unfortunately, the second wave of the Covid-19 pandemic has hit the country harder than was apprehended. It is trite mentioning that the pandemic has caused a gap, and one that is widening with each passing day between the institution and its pupils. However, we at HPNLU, Shimla have left no stone unturned to see that the process of learning, knowledge creation, and dissemination is not hindered and the expectations and interests of the students are met and protected effectively. Taking a step further in fostering this knowledge exchange, it is with immense pleasure that, I present to you the Third Volume of the Shimla Law Review (2020).

The present volume covers issues, including but not limited to, privacy in the digital era, legal system and indigenous philosophy, the morality of pornography in the cyberspace and law, the subject of re-employment of judges post-retirement, the distinct elements of issues related to juvenile justice administration, regulation of online games based on skill or chance, etc. It is a matter of pride for the HPNLU Family and the SLR that in this Volume we have authors contributing from across the globe including places such as – Sussex, Brussels, Pakistan, etc.

I am confident that the papers published in the present Volume would add to the existing debate in a more constructive manner while also paving the way for further debate and research.
